Notrog Consulting exists to champion best practice and provide expert support to emergency service fleet operations—alongside the industries and suppliers that serve them. We are committed to improving the safety, effectiveness, and efficiency of critical fleet services through strategic guidance grounded in decades of frontline experience.

The Mission- To help emergency service fleet leaders navigate a period of unprecedented change. The transition to electric and emerging autonomous vehicle technologies poses unique operational and logistical challenges—particularly for fleets that operate outside conventional commercial frameworks.
With over 45 years’ experience leading some of the UK’s largest and most complex police and fire fleet operations, Notrog Consulting delivers trusted, evidence-based advice. We support organisations in adapting to technological change, developing future-proof strategies, and achieving operational excellence in one of the most demanding sectors of the transport industry.
About John Gorton
With over 45 years of experience in the emergency services sector, John Gorton is a highly respected Fleet Engineer and Chartered Transport Manager. He recently retired as Head of Transport for Kent and Essex Police, where he oversaw one of the UK’s largest county force fleets—comprising over 2,100 vehicles and 8,500 authorised drivers, covering more than 43 million miles annually, often in demanding operational conditions.

John’s career began in 1979 as an apprentice heavy vehicle technician with the London Fire Brigade. He went on to hold senior positions including Head of Fleet for the Metropolitan Police Service and Fleet Manager at the London Fire Brigade. His international consultancy work includes fleet reviews for the Albanian State Police (EU-funded mission) and for Garda Síochána in the Republic of Ireland.

In 2020, John was elected Chair of the National Association of Police Fleet Managers (NAPFM), representing all UK police fleet operations. Under his leadership, the association has driven national standards, developed benchmarking initiatives, and led collaborative procurement strategies including the UK-wide police vehicle framework agreement.

John’s work has been consistently recognised across the fleet industry. As Head of Fleet for Kent and Essex Police since 2004, his teams have won or been shortlisted for numerous national awards, including:

In 2024, John was awarded one of the first "Lifetime Achievement" awards by the NPCC (National Police Chiefs Council for his "Significant Contribution to Road Safety and Leadership in Police Fleet Management"
